女士们先生们,晚上好!

2012  5  19 日,差不多十年前,我和家人来到了美国。我们终于摆脱了中共的魔爪。在这个值得纪念日子的前夕获得布拉德利奖the Bradley Prize),本人对此感佩不已。对于布拉德利基金会的这个决定,我达自己由衷的感激之情。对本人的家人和朋友,衷心感谢你们多年来的支持和陪伴。

该奖不仅仅授予我和别的获奖者。你们都是见证人,该奖对于展示人权和民主非常重要。法治是很重要的。随着专制政权变得更加肆无忌惮,传播这些信息尤其重要。该信息鼓励我们所有人捍卫普世价值,捍卫正义与和平社会的基本原则。正如本人之前所说,人权和民主就如同新鲜的空气和干净的水没有它们,人类就会灭绝

你们有些人可能知道我的故事,我是如何在山东的一个贫困村里在黑暗里长大的。我如何帮助残疾人争取权益。我如何揭露一孩政策的强制堕胎和结扎。我是如何在看守所、在监牢里、在残酷的软禁中持续逼迫了七年。二十个月来,我所在的村庄被守卫层层包围。我和我的家人不能外出也不允许别人进入。我们被殴打几乎致死。他们从屋顶到水泥地板都安装有铁栏杆,专门为我们建造了一个私人监狱

然而一个春日,也许就像今天这个奖项一样,奇迹发生了活着跑了

在北京,我和我的朋友一边躲避当局,同时联系了美国大使馆。我当时很确信美国会坚持其价值观帮我他们的确帮了我。但我的未来依旧生死未卜,美国政府些人争论本人的案例必须损害美中关系实际上是美关系)。有人认为我应该留在中国美国是一个以监督、辩论和追求正义基础的政府所在。所以,在媒体、美国国会和政府的帮助下,也有很多普通人的帮助下,我和我的家人最终来到了美国。

本人一直知道,我去美国大使馆是最正确的选择。诚然,在那些拒绝被奴役的人们心中,美国是自由的国土,是勇敢者的家园。她是自由的灯塔,是民主的典范。美国承载着人类的希望与梦想;因为,美国的宪政和法治保障着民主、自由、人权和社会正义。

有了三权分立,权力受到限制,言论自由和宗教自由受到保护。人们可以自由地追求自己的梦想。所以,美国是地球上最具活力的国家,不仅是财富上和实力上的超级大国,也是善意和潜能的超级大国。

民主并不完美;它并非没有缺陷;但它是人类进展迄今最不坏的系统。共产主义专制主义从根本上是反对民主宪政和法治,然而,它从不认错。就像魔鬼不同于天使,两者不相容。就像水火二者不能共存。专制主义视任何反对者为敌人将使用任何可能的手段进行迫害,无论这些手段是多么邪恶。

事实上,中共花费大量资源来对抗其两个最大的敌人:中国人民和美国。它在监控和镇压中国民众身上的花费比军费更多。中共党国体制掌控一切。任何敢于批评的人都会受到骚扰、迫害。任何揭露真相的人——律师、记者、网民——面临被绑架、失踪、折磨、监禁的风险。它使家庭和社会分崩离析,将数百万人关在劳改营中,许多失踪数年。在中共统治下,没有人会感到安全。即便许多生活在中国境外的华人因为恐惧中共选择谨言慎行

中共海外最大的敌人就是美国,每位大陆人都知道这一点,因为,中共从未停止使用它的喉舌来煽动对美国的仇恨。中共政权也在利用巨量的资源来削弱美国;诸如通过虚假宣传、偷取技术、渗透机构并试图腐蚀美国公民社会等手段。中共的最终目标就是摧毁普世价值、文明文化和人的身体与心智自由。中共要拆毁西方的自由市场经济社会伦理上帝敬拜

这就是中国共产党。它不仅伤害中国人民,它也伤害全世界的人民。冠状病毒只是中共能够造成的危害的一个例子而已。

即使在和平时期,我们也务必保持警惕。为了保护民主和自由,美国必须奉行例外主义(exceptionalism)精神以对抗中共之邪恶。该惯例应不会外交、贸易或绥靖政策改变而改变相反,中共通过与西方的贸易往来变得富有,通过影响国际秩序已然变得强大起来

独裁专制比任何大规模杀伤性武器更加危险。只要中共政权还在,这个世界就不会免于危险。

坚信,每个人都应实至名归地去享受民主与和平的成果。我更坚信,我们可以一起将暴虐的中共政权,这个人类共同的敌人扔进历史的垃圾堆

即使在我最黑暗的时刻,我也从未丧失希望。我知道每个人——你们每个人——都有无穷尽的内在的力量。请使用这些力量吧!我中共的魔爪下逃离,只要追求正义,正如我现在站在你们面前本身就是一切皆有可能的一个活见证。不要惧怕困难;不要害怕危险。用你我的热情和毅力不断前行,让我们一起创造奇迹!

Delivered at the 18th Annual Bradley Prize Ceremony Washington, DC May 17, 2022

AS PREPARED FOR DELIVERY:

Ladies and gentlemen, good evening!

On May 19th, 2012, almost ten years ago, my family and I arrived in America. We were finally free from the claws of the Communist Party. On the eve of this anniversary, I am deeply moved to receive the Bradley Prize. To The Bradley Foundation, I extend my genuine gratitude. To my family and friends, my heartfelt thanks for your support and companionship over many years.

This award is not just about me and the other recipients. You all are witnesses. This award shows that human rights and democracy are important. The rule of law is important. As authoritarian regimes grow bolder, this message is vital. It encourages us all to stand up for universal values, to stand up for the principles underlying a just and peaceful society. As I have said before, human rights and democracy are like fresh air and clean water. Without them, humanity will perish.

Some of you may know my story, how I grew up blind in a poor village in Shandong. How I helped disabled people fight for their rights. How I exposed the forced abortions and sterilizations of the one-child policy. How I was persecuted for seven years, in detention, in prison, and under brutal house arrest. For twenty months, my village was surrounded by rings of guards. My family and I could not go out; no one was allowed in. We were beaten and left for dead. They built a private jail for us, with iron bars from the roof to the concrete floor.

Then, one spring day, maybe like this one, a miracle happened. I escaped. Alive.

Hiding from the authorities, in Beijing, my friends and I contacted the American embassy. I was sure that America would stand by its values and would help me. And they did. But my future was not secure. Some people in the U.S. government argued that my case must not harm U.S.-China relations — in reality U.S.-CCP relations). Some argued that I should stay in China. But America is a place where oversight, debate, and the pursuit of justice are at the foundation of government. So, with the help of the media, the U.S. Congress and administration, and with the help of regular people, my family and I finally came to America.

I always knew I made the right choice to go to the U.S. embassy. Truly, in the hearts of those who refuse to be enslaved, America is the land of the free and the home of the brave. It is a beacon of freedom and a model of democracy. America holds the hopes and dreams of humanity. The Constitution and the rule of law guarantee democracy, freedom, human rights, and social justice.

With the three branches of government, power is limited, and freedom of speech and religion are protected. The people are free to pursue their dreams. So, America is the most dynamic nation on earth, not only a superpower in wealth and strength, but also in goodwill and potential.

Democracy is not perfect; it is not without flaws; but it is the least bad system humanity has developed. However, communist authoritarianism admits no error. And it is fundamentally opposed to democratic constitutionalism and rule of law. Like devil to angel, the two are not compatible. Like fire and water, they cannot coexist in the same vessel. Authoritarianism sees any opposition as the enemy. It will use any means possible to oppress, no matter how evil.

Indeed, the CCP expends vast resources to counter its two biggest enemies: the Chinese people and the United States. It spends more on monitoring and repressing the Chinese population than it does on its military. The CCP’s party-state system controls everything. Anyone who criticizes will be harassed, persecuted. Anyone who exposes the truth — lawyers, journalists, netizens — risks being kidnapped, disappeared, tortured and imprisoned. It tears families and society apart, locking up millions in labor camps and disappearing individuals for years upon years. No one can feel safe under CCP rule. Even many Chinese people living outside of China are afraid to speak out.

The CCP’s biggest enemy abroad is the United States. Everyone in mainland China knows this because the CCP has never ceased using its mouthpiece to inflame hatred of America. The regime uses huge resources to weaken the U.S. through propaganda and by stealing technology, infiltrating institutions, and trying to corrode civil society. The ultimate objectives of the CCP are to destroy universal values, civilized culture and individual freedoms of body and mind. The CCP wants to tear down the West’s free market economy, its social ethics, and its veneration of a holy spirit.

This is the Chinese Communist Party. It not only hurts the Chinese people. It harms people around the world. The coronavirus is but one example of the damage the CCP is capable of inflicting.

We must be vigilant, even in times of peace. To protect democracy and freedom, America must raise up its spirit of exceptionalism and confront the evil of the CCP. This regime will not change through diplomacy, trade, or appeasement. To the contrary, the CCP has grown wealthy from trade with the West, and has become powerful by influencing the international order.

Dictatorial authoritarianism is more dangerous than any weapon of mass destruction. While the CCP regime remains in power, the world will not be free from danger.

I believe that all people deserve to share the fruits of democracy and peace. I believe that, together, we can cast the tyrannical CCP regime — the enemy of humanity — into the wastes of history.

Even in my darkest hour, I never lost hope. I knew that each person — each of you — has boundless strength inside. Use it! I escaped the claws of the CCP and now stand before you. This is proof that nothing is impossible, so long as it is righteous. Do not fear hardship; do not fear danger. Go forth with passion and fortitude. Together we will make miracles!
