According to the Supreme Procuratorate’s website on July 11, Fu Zhenghua, the former deputy director of the Social and Legal Affairs Committee of the National Committee of the Chinese People’s Political Consultative Conference, was suspected of accepting bribes and favoritism. Recently, the Changchun City People’s Procuratorate has filed a public prosecution with the Changchun City Intermediate People’s Court. Procuratorial organs indicted allegations: Defendant Fu Zhenghua took advantage of his positions as deputy director and director of the Beijing Municipal Public Security Bureau, member of the Standing Committee of the Beijing Municipal Party Committee, deputy minister of the Ministry of Public Security, member of the Central Political and Legal Committee, Minister of Justice, and deputy director of the Social and Legal Committee of the National Committee of the Chinese People’s Political Consultative Conference. As well as the convenient conditions for the formation of power or status, seeking benefits for others, illegally accepting other people’s property, and the amount is particularly large, they should be investigated for criminal responsibility for the crime of accepting bribes in accordance with the law; And deliberately shielding him so that he will not be prosecuted, the circumstances are particularly serious, and his criminal responsibility should be investigated for the crime of favoritism. Defendant Fu Zhenghua committed several crimes by himself, and should be punished for several crimes in accordance with the law.

After we, as Chinese citizens, were aware of the above-mentioned information, we, in light of the legal profession, believed that Fu Zhenghua’s other serious suspected crimes were omitted from the indictment. In accordance with the relevant provisions of the “Constitution of the People’s Republic of China”, “Criminal Law of the People’s Republic of China”, and “Criminal Procedure Law of the People’s Republic of China”, the report of omission is hereby made.

As we all know, when Fu Zhenghua was serving as the director of the Beijing Municipal Public Security Bureau and the deputy minister of the Ministry of Public Security, he violated the Constitution and laws, neglected his duties and abused his powers for the purpose of personal rights and interests, and made artificial creations when he knew that there was no evidence, no facts, and no legal basis. A large number of judicial injustices, such as the New Citizen case, the 709 lawyer citizen arrest case, the persecution of Cao Shunli to death, and a large number of Falun Gong beliefs are unjustly imprisoned. At the same time, he abused his power and illegally established a stability maintenance monitoring system to protect the people more than Sichuan. During his time in power, the Beijing Public Security Bureau frequently illegally intercepted and visited vicious incidents. Such crimes of harming the people and poisoning life need to be investigated and punished in accordance with the law. Fu Zhenghua took advantage of the information asymmetry and the lack of security at the top to deliberately exaggerate social antagonisms and demonize the legitimate behaviors of lawyers, citizens, petitioners, and believers to create the illusion of contradictions with the system. Fu Zhenghua’s actions have not only led to continuous humanitarian disasters for the common people, but also caused the system to carry a heavy burden. Under the already tense social situation, it has further promoted the confrontation between the government and the people, resulting in any judicial reform and political system reform. And the efforts to rule the country according to law are in a dilemma.

Crimes against humanity are the core of Fu Zhenghua’s series of crimes. If the core crimes are omitted from the selective prosecution, it will be difficult to convince the public. The anti-human elements continue to act viciously and eventually lead to out of control of power and social disorder. The country is pushed into the abyss of turbulence, and the evil purpose of a few illegal forces trying to kidnap the entire country, society, and ethnic group can be realized.

Only when we truly investigate the crimes that harm the common people, poison creatures and anti-humanity, can this country and ethnic group be truly governed, and the rule of law can be achieved and justice can be done.
