与国务卿阁下话中共兼谈抵制2022北京冬奥会

尊敬的布林肯国务卿阁下：
您好！

We are some international students from China. We are very grateful to you and your government for your long-standing concern and support for human rights of Hong Kongers, the Uyghur people, and the Tibetan people. At present, the Chinese Communist Party (CCP) under the leadership of General Secretary Xi Jinping and its government have become more and more aggressive in their efforts to suppress and persecute the Chinese people, and to expand their influence on and intimidate the freedom and democracy of the world. Its blatant denial and deliberate misinterpretation of the “Sino-British Joint Declaration”, destroying Hong Kong’s limited democratic fruits, persecuting democrats, intimidating democratic Taiwan by force, and the genocide against ethnic groups such as the Uighurs are prime examples. We would like to take this opportunity to explain to you and the whole world the nature of the CCP and solemnly call on the U.S. government to boycott the 2022 Beijing Winter Olympics.

我们是一群来自中国的留学生。我们非常感谢您和贵国政府对香港人权、维族人权、和藏族人权的长期关注与支持。当前，习近平领导下的中国共产党（以下简称“中共”）及其政府，对中国人民的钳制与迫害越发有恃无恐、变本加厉，并企图扩大影响力、胁迫自由民主世界。其公然否认及蓄意曲解“中英联合声明”，摧毁香港有限的民主果实，迫害民主人士，武力恐吓民主台湾，以及针对维吾尔人等族群的种族灭绝就是最好例证。我们想借此机会向您及全世界阐述中共的本质，并郑重呼吁美国政府抵制2022北京冬奥会。

As we all know, the Chinese Communist regime is a one-party dictatorship and an illegitimate regime without the certification of the citizens’ free civil elections. The CCP boasts that its governance is the people’s choice, but it is extremely afraid of the people’s re-choice; it has written the universal rights of citizens into the Constitution, but it places the “Party leadership” in a supreme position, fully embodying the purpose of its governance is not “to serve the people” as it advertises, but to maintain its dominant position forever; its so-called National People’s Congress, constitution, legal system, and media propaganda system and other state machinery are all tools and cover-ups to achieve this goal. Therefore, the CCP is not the same as China, and the CCP enslaves the “Chinese people” in the name of “China”. We must distinguish the CCP from China and the Chinese people.

众所周知，中共当局是一党专政的独裁政权，是无公民自由选举认证的非法政权。中共一方面标榜其执政是人民的选择，同时又极度害怕人民的再次选择；它把公民的普世权利写进宪法，同时又把“党的领导”置于至高无上的地位，充分体现其执政的目的并不是其所标榜的“为人民服务”，而是永葆其统治地位不动摇；其所谓的人民代表大会制度，宪法，法制，及媒体宣传系统等一切国家机器都是达到这一目的的工具和遮羞布。因此，中共不等于中国，中共假“中国”之名奴役“中国人民”。我们必须将中共与中国、中国人民区分开来。

For a long time, the CCP has deprived the people of their human rights. The CCP disregards the lives of ordinary citizens, yet it claims “life is paramount” with little shame. The CCP claims to have the world’s largest group of netizens and produces the largest amount of speech, yet it completely restricts the people’s freedom to express political views and advocate political and social improvements, creating the illusion of “universal support”; it claims China to be fully open to the world, yet it has established an unprecedentedly shameful “building”-the “Firewall” that has humiliated the whole world, depriving the Chinese people of the right to communicate freely with the world; It has written the protection of human rights into the Constitution and claim that no one in China has been convicted of his or her speech, yet it imprisons thousands of people in the name of “law” for having different ideas, expressions and beliefs, and the whole people are in its dense surveillance network. While claiming “ethnic autonomy and unity”, it violates the basic human rights of ethnic minorities and destroys their culture in the name of fighting “terrorism” and “separatism”. In short, under the CCP’s oppressive rule, China’s grassroots civil autonomy has long been destroyed. Dissidents, human rights lawyers, and independent journalists have been severely suppressed and expelled, and atomized individual rights defense struggles have been silenced. Ethnic minority autonomy has been famous but not entitled, and even the horrifying human rights tragedy of this century like “Xinjiang concentration camps” has occurred.

长期以来，中共剥夺人民的人权。中共漠视普通国民的生命，却鲜廉寡耻的宣称“生命至上”；中共一方面声称拥有全世界最大的网民群体，并生产最大量的言论，却完全限制人民表达政治观点，主张政治及社会改良的自由，制造”全民拥护”的假象；它声称全面对外开放，却史无前例地建立起令世界蒙羞的耻辱“建筑”–“防火墙”，剥夺了中国人民与世界人民自由交流的权利；它把保护人权写入宪法，并宣称中国没有一个人因言获罪，却把成千上万因思想、言论及信仰不同的人以“法律”之名关进监狱，全民更是处于其绵密的监控网络之下；它声称”民族自治、民族团结”，却假打击“恐怖主义”、“分离主义”之名，大肆侵犯少数民族的基本人权，毁灭民族文化。总之，在中共的高压统治下，中国基层民间自治早已破坏殆尽，异议人士、人权律师及独立记者群体遭严重打压、驱逐，原子化的个人维权抗争被消声，少数族裔自治有名无实，甚至发生“新疆集中营”这种骇人听闻的的世纪人权悲剧。

We must realize that the danger of the CCP is by no means confined to China. The CCP does not allow overseas media and people to disseminate the ideas of freedom and democracy, but it has long abused the liberal and democratic environment in the West to promote its so-called “great achievements” and export its so-called “China model”; the CCP restricts or prohibits the operation of any non-governmental organizations that differ from its stand, but in the name of cultural exchanges, it has opened “Confucius Institutes” overseas to export authoritarian culture; The CCP rejects criticism from other countries for its human rights violations under its so-called sovereignty supremacy theory, and coerces people and enterprises of other countries to meet its political demands; the CCP claims that the tracking of the COVID-19 is a scientific issue, but threatens and acts economic sanctions against countries that demand the truth, and does everything possible to obstruct international investigations. Under the rule of the CCP, China is no longer the “China” that it was when it signed the “Universal Declaration of Human Rights”, the “International Covenant on Economic, Social and Cultural Rights”, and the “International Covenant on Civil and Political Rights”, while it continues to occupy high positions in human rights institutions despite its total reneging on its commitments. The irony is that the CCP proposes to build a so-called “community with a shared future for mankind”. The essence of the proposal is to kidnap the people of the world by kidnapping the Chinese people to maintain the CCP’s dominant interests in China and the world. China has become the largest “human rights desert” on the planet under the manipulation of the CCP, and this is bound to and has endangered the world.

我们必须认识到，中共的危害绝不仅限于中国境内。中共不允许海外媒体及人士传播自由民主思想，却长期利用西方的自由民主环境，宣扬其所谓“伟大成就”，输出其所谓“中国模式”；中共限制或禁止任何与其立场不同的非政府组织在中国境内运作，却以文化交流之名在海外大肆开设“孔子学院”，输出专制文化；中共以其所谓的主权至上论，拒绝他国对其侵犯人权的种种作为提出的批评，却胁迫各国的人民与企业满足其政治的需求；中共口口声称新冠病毒溯源是科学问题，却对要求调查真相的国家施以经济制裁的威胁和行动，千方百计地阻挠国际调查。在中共的统治下，中国早已不是签署《世界人权宣言》与《经济、社会及文化权利国际公约》、《公民权利和政治权利国际公约》时的“中国”，其完全背弃承诺，却依旧占据人权机构高位。讽刺的是中共提出构建所谓”人类命运共同体“，究其本质不过是借绑架中国人民以绑架世界人民，以维护其在中国乃至世界的统治利益。中国已在中共的操弄下成为地球上最大的“人权荒漠”，而这必将并已经危害全球。

We appreciate your government’s strategy of “extreme competition” against China under the rule of the CCP. However, we believe that the competition between the United States and China (the CCP) is not a competition for markets, technology, or talent, nor is it just the so-called social system and ideological competition advertised by the CCP, but rather a competition between justice and injustice, freedom and slavery, and democracy and dictatorship. In essence, it is not a benign competitive relationship, but an antagonistic relationship that cannot coexist. It is determined by the inability of civilization and barbarism to reconcile fundamentally. The U.S.-China relations must not be based on such a wishful illusion of “moving in the same direction”. International relations must not be defined or kidnapped by the so-called “red line” of the CCP.

我们赞赏贵国政府对中共统治下的中国所施行的“极端竞争”战略。但我们认为，美中（共）之争，不在于市场之争，技术之争，人才之争，也绝不仅仅是中共所标榜的所谓的社会制度和意识形态的竞争，而是正义与非正义，自由与奴役，民主与独裁的对决。本质上并非良性的竞争关系，而是无法共存的对立关系，是文明与野蛮无法根本调和所决定的。美中关系绝不能建立在这样一种一厢情愿的“相向而行”的假象之上。国际关系绝不能被所谓的中共“红线”所定义、绑架。

We understand that the freedom world expects the Chinese Communist government to make changes to improve itself, return power to the people, and protect human rights through its integration into the world, including participation in and hosting of the Olympics. But history and reality have repeatedly taught us that there are only two options before us: either we allow the CCP to redefine the freedom, democracy and human rights, which are essentially illiberal, non-democratic and anti-human rights; or the people of the freedom world unite to defend the hard-won true freedom, democracy and human rights. Under such circumstances, continuing to support Beijing in hosting the 2022 Winter Olympics would not only serve the dictatorial Chinese Communist regime and its acts against humanity, but would also put athletes who dare to express the universal values of freedom and democracy and who are concerned about human rights in Hong Kong and Xinjiang, as well as human rights in China as a whole, in a dangerous situation, and would go against the original purpose of the Olympic movement to promote human rights, and would undermine the core values of freedom, democracy and human rights that the Western world has long adhered to and built upon.

我们理解自由世界期待借以包括参与并主办奥运会等融入世界的方式促使中共政府做出自我改良、还政于民、保护人权的改变。但历史和现实一再告诉我们，摆在我们的面前只有两种选择：要么任由中共重新定义自由、民主和人权，其本质就是不自由，非民主，反人权；要么自由世界的人们联合起来，捍卫来之不易的真自由、真民主和真人权。在这种情况下，继续支持北京举办2022冬奥会，不仅仅是为中共独裁政权及其反人类行径张目，也将置敢于表达自由民主普世价值观念，关注香港和新疆人权乃至整个中国境内人权的运动员们于危险的境地，同时也违背奥林匹克运动倡导人权的初衷，更有损西方世界长期坚持并立足的自由、民主和人权的核心价值观。

Finally, we would like to say that we are calling for a boycott of the 2022 Beijing Winter Olympics precisely because we love our country, China. We deeply appreciate a speech by your colleague, National Security Advisor Jake Sullivan during the meeting between the US and the Chinese Communist regime in Alaska this year: “a confident country is able to look hard at its own shortcomings and constantly seek to improve, and that is the secret sauce of America.” We very sincerely hope that one day this will be China’s “secret” as well and that one day the Olympics will be held in a truly free, democratic, and humane China!

最后，我们想说，我们呼吁抵制2022北京冬奥会，恰恰是因为我们热爱我们的国家——中国。我们非常欣赏贵国在今年阿拉斯加美方与中共政权会晤时的一段演讲：“一个自信的国家能够认真审视自己的缺点并且时刻寻求改进。这是美国的秘诀”。我们非常真诚地期待有一天这也能成为中国的“秘诀”，以及有一天能在真正自由、民主、人权的中国举办奥运！
