各位代表、各位委员：
在此两会即将召开这个特殊时期，面对当下中国各种特殊情况，相信大家心情都很复杂，有许多疑惑，有些话想说又不敢说，有些问题想问又不能问，很多时候、甚至参加两会都是战战兢兢。中国怎么了，中国往何处去的疑问横梗在每个人心中。
2012年11月16日习近平当选中共总书记，11月29日北京亚运村一群知识界的朋友聚会，对其满怀期待，以为中国将迎来美好的改变。在经过漫长时期的等待，人们对胡温时代伴随着中国社会高速发展而来的高度腐败、法治沦丧、社会黑暗深恶痛绝，尤其是对“政治体制改革”迟迟没有进展极其不满，期待着新领导人对此改变。作为“改革者”习仲勋的后代，放大了人们对习近平进行改革的臆想。
当日的新闻联播时所有人都停下来盯着屏幕、热爱这个国家的人们无一不驻目于新班子到国家博物馆参观《复兴之路》的报道，习近平在此首次提出“实现中华民族伟大复兴，就是中华民族近代以来最伟大的梦想”。
人们、包括我，都认为一个旧的时代过去了，新的改革开放来临了，兴奋地讨论着“中国梦，实干兴邦”，以为新的领导人将推出措施，带领这个国家走向文明和繁荣。充满了对中国即将走向民主、启动政治体制改革的热烈气氛驱走了北京严冬的寒冷。
然而，现实却与期待背道而驰，随后的一系列事实颠覆了所有人的美好愿望；对内，政治清洗、军队调整、2013年’七不讲’、2014年不得“妄议”、2015年709大抓捕，以及八年来相继发生的国进民退、驱除低端、打压公民社会、封锁言路、一路一带、拆教堂、建集中营、大撒币、定于一尊、高科技监控、以党代政、内廷政治、强力维稳、各种迫害和收紧政策接踵而至，对藏族，尤其是对新疆维吾尔族实行大规模拘禁和严苛迫害、香港持续动荡、台湾与大陆离心离德。对外，战狼外交致使中国空前孤立、中美贸易战造成大批外企撤离中国、失业激增，企业倒闭，经济一蹶不振哀鸿遍野。钳制言论、打黑追税、使大批知识分子、工商业者纷纷避走流亡、四海为家。
2018年，更是为了实现其“皇帝梦”，习近平绑架人大修宪取消主席任期制，这是对国家宪法和人民意志的公然侵犯。
2019年底，2020初武汉爆发“新冠肺炎”，在习近平“亲自指挥、亲自部署”下，既耽误了防控时间，又向公众乃至世界隐瞒了真相，致使病毒肆虐全球，無數家庭破碎，造成生命和财产的巨大损失。而习近平一以贯之地推卸責任，滥用权力，对内，源于西藏、精于新疆的“综合治理模式”，在疫情防范的口号下推向全国，使整个国家沦为监狱，肇始于对各少数民族压迫的专制，如今成为了全体中国人的枷锁；对外，纵容无赖外交，四处挑衅，致使中国的国际形象一落千丈，国家信用荡然无存，累及无数海外华人。
凡此种种，八年过去了，他所说的“中国梦”只是他个人的“皇帝梦”，对亿万中国人民而言分明是“中国噩梦”，经历着从期望到失望、直至绝望的痛苦和煎熬。
习近平，独裁者耳。上台八年，所施政略无一不使海内外形势全面恶化，国将不国。中国人民经历几十年不懈努力得到的小康和繁荣，争取到的些许人权和自由进步全部被剥夺殆尽。
为填一己之欲壑，习近平之所作所为，已然成为阻碍中国实现复兴的绊脚石，严重妨碍中国走向文明、融入国际大家庭。诚可谓以一人之力而贻害一国之众。
现代文明社会政治上从来没有“一尊”，能者上庸者下，这既是对当政者能力的考验，也是基本道德规则，德不配位必遭殃。 把影响国家进步、人民福祉的执政者换下，选出能够带领国家走向光明的胜任者，是莫大的善举、是勇敢的正义行动。
尽管有人认为中国宪法问题诸多，不是一部体现全体国民政治意志产物的宪法；尽管认为两会代表不是人民选举出来的，代议职权没有源于国民的授予和委托；全国人代会也鲜少进行辩论，更像是举手的表决机器，但这并不等于人民代表没有正当性。作为两会代表保护国家和人民的利益是天然的职责，宪法明确规定两会代表有权监督和纠正中央政府的各种错误决定。如果不“妄议中央”，如何参政议政；如果不参政议政，花费巨资召开的两会有何存在的意义。
中国人民追求民主的努力一百多年来从没有停止过，很多人为此付出了惨痛的代价，甚至牺牲，但虽万千、仍往矣。
值此特殊时期，站在中国历史重大转折的岔路口上，要求改革实现民主，不仅仅是少数政治精英的诉求，亦是体制内官僚阶层、中产阶级以及普通大众、全社会各阶层的共同呼声。
因此，我本人郑重呼吁各位人大代表、政协委员，不要重蹈修宪之谬，助纣为虐，行使你们手中的权利，把握历史机遇，顺应潮流，本着对国家负责、对历史负责、对人民负责，选择民主、选择进步。
面對這場空前的危機，请你们站出來，行动起来，罢免习近平，启动民主！
习近平，下台！
中国， 改变！
本人抛砖引玉，在此呼吁各级人大代表、政协委员，无论是历任，还是现任，积极行动起来，为了国家的未来、孩子们的未来，我们有责任、也有义务让我们的国家变得更加美好，不辜负这个时代作为一个代表、委员的重托。

An Open Letter from Wang Ruiqin, a Former Member of the CPPCC, to the NPC and CPPCC Members
Delegates and members:
During this special period of Two Sessions forthcoming, facing the challenge of current various special circumstances in China, I believe that everyone is in a very complex mood. There maybe lots of doubts. You may have some words to say yet dare not to, some questions to ask yet hard to ask. Sometimes, even attending the two sessions means a uncertainty. What’s going wrong in China, and where China is going, questions like these are kept in everyone’s mind.
On November 16, 2012, Xi Jinping was elected as the General Secretary of the Communist Party of China (CPC) and on November 29th a group of friends from the intellectual sector is gathered in Beijing’s Asian Games Village, with full expectation that China will embrace a wonderful change. During the past years’ long waiting period, Chinese people are fed up with the extreme corruption, the collapse of the rule of law and the darkness in the society coming with the rapid development of Chinese society in the Hu Wen era, especially discontent with the delay in progress in the “political reform” and look forward to the new leadership’s change. The descendant of Xi Zhongxun, a “reformer”, amplifies speculation about Mr. Xi’s reforms.
Everyone stopped to gaze at the TV screen during the news broadcast of the day, and the people who loved the country all fixed their eyes on news about the new leader team visiting the National Museum to tour the “Road to Revival” exhibits, where Xi first proposed that “the great rejuvenation of the Chinese nation is the greatest dream of the Chinese nation in modern times”.
Everyone including me assumed that an old era has passed, and a new one with reform and opening-up has come, excitedly discussing the “Chinese dream, doing a good job” and thinking that the new leader will introduce measures to lead the country towards civilization and prosperity. The warm atmosphere of China’s imminent move towards democracy and the initiation of political reform has driven away the cold of Beijing’s harsh winter.
However, reality runs counter to expectations, and a series of facts afterwards had turned over the people’s beautiful dreams. Within China, political sanctions and restaffing took in the army, seven things not to talk about in 2013, no conjecture in 2014, arresting lawyers fighting for human rights on July 9 in 2015, as well as eight years of successively happening nation’s progress and citizens’ retreat, the removal of the low-end people, the suppression of civil society, the blockade of speech, the demolition of churches along the one road and one belt, the construction of concentration camps, the great contribution of investments to other countries, power concentration, high technology control and monitoring, the CPC replacing the government, the inner-court politics, strong hands to keep stability, various persecutions and tightening policies following, mass detentions and harsh persecution of Tibetans and especially Uighurs in Xinjiang, continuing unrest in Hong Kong and the alienation of Taiwan and the mainland. Externally, the “war wolf” diplomacy led to China’s unprecedented isolation, the Sino-US trade war caused a large number of foreign enterprises to withdraw from China, the surge in unemployment, the closure of enterprises, the economic downturn, clamping down on speech, cracking down on gangs and taking more taxes, as a result, a large number of intellectuals, businessmen and business people have left and exiled to overseas for find a safer home.
In 2018, in order to realize his “emperor’s dream”, Xi Jinping forced the National People’s Congress to amend the constitution to abolish the term for presidential position, which is a flagrant violation of the country’s constitution and the will of the people.
At the end of 2019, the outbreak of Novel Coronavirus Pneumonia in Wuhan at the beginning of 2020, under Xi Jinping’s “personal command and personal deployment”, not only the prevention and control time was delayed, but also the truth was concealed from the public and the world, causing the virus to spread over the world, causing families falling apart and huge loss of lives and properties. Xi Jinping has consistently shirked his duties and abused his power, pushing his Tibet and Xinjiang’s “comprehensive governance model” to the whole country into a prison under the slogan of epidemic prevention, and began with the oppression of ethnic minorities, and now becomes the chains of all Chinese. As for foreign countries, he connived rogue diplomacy and provocations everywhere, which caused China’s international image to plummet and national credit vanished, and it has affected countless Chinese overseas as well.
All these eight years have passed. Whatever he calls the “Chinese dream” is only his personal “emperor’s dream”. For hundreds of millions of Chinese people, it is clearly a “Chinese nightmare”, as they suffer from hope to disappointment, even to despair in pain and torture.
Xi Jinping is purely a dictator. Eight years in his position, his administration and practice have made the situation at home and abroad worse and worse, and China no longer a reputable country. The well-off society and prosperity that the Chinese people have achieved with decades of consistent effort, and some progress in human rights and freedom have been completely deprived.
In order to fulfill his own selfish desire, Xi Jinping’s actions have become a stumbling block to China’s revival, seriously hindering China’s progress towards civilization and integration into the international community. We can say that here is one person whose influence is causing harm to a nation’s people.
There should not be a one and only power in the politics of modern civilized society. The capable one should step up and the incapable should step down. This is not only a test of the ability of the current political leader, but also the base moral standard. If one’s moral does not fit his position, there will be great suffering around. Replacing the ruler that affects the progress of the country and the well-being of its people and electing the competent one who can lead the country towards enlightenment, is a great act and a courageous upright behavior.
Although it is thought that China’s constitution has some problems and is not a constitution that reflects the political will of all the people, although it is believed that the representatives of the Two Sessions are not elected by the people and the representative power does not derive from the grant and entrustment of the people, and the National People’s Congress is more like a voting machine and has little for discussion or debate, this does not mean that the people’s representatives are not legitimate. It is a natural duty to protect the interests of the state and the people as representatives of the two sessions, and the Constitution clearly stipulates that representatives of the two sessions have the right to monitor and correct the wrong decisions of the central government. How can one participate in political affairs without “commenting the central government”, and what is the significance of the Two Sessions held at great expense if they are not actively involved in politics and government?
Chinese people’s pursuit of democracy has never stopped for more than a hundred years, and many people have paid a heavy price or even great sacrifices for it, with even hundreds of thousands lives, yet it’s well worth.
During this special occasion and standing at the crossroads of a major turning point in China’s history, calling for reform and democracy is not only the pursuit of a few political elites, but also the common voices of the bureaucratic class, the middle class and the general public and all sectors of society.
Therefore, I solemnly appeal to the delegates of the National People’s Congress and members of the CPPCC, please do not repeat the fallacy of constitutional amendments or assist a dictator to abuse his power. Please exercise the rights in your hands, to grasp the historical opportunities and conform to the trend. In the spirit of being responsible for the country, responsible for the history and responsible for the people, please choose democracy and social progress.
In the face of this unprecedented crisis, please stand up and take actions, to remove Xi Jinping, and activate democracy!
Xi Jinping, please step down!

I consider this a prompt for an open thread, calling on the NPC representatives at all levels, CPPCC members, whether previous or current, to take active actions, for the future of the country and the future of our children. We have the responsibility and obligation to make our country better, live up to this trust as a representative and member of the era.
